Android phones and tablets from 1.6 -2.3 (Donut to Gingerbread) includes support for L2TP/IPSec and PPTP VPN connections over both Wi-Fi and cellular data network connections. (Connecting over cellular data network would depend on your provider)
L2TP/IPSec is the best choice for your Android device .
While you don’t need to, we recommend that you have both an L2TP/IPsec configuration and a PPTP configuration set up. In some locations one protocol works and not another, so it’s good to have both of them. To configure your PPTP configuration, go here for the guide.
Adding blackVPN L2TP/IPSEC to Android 1.6 - 2.3
To install L2TP/IPSec on your android phone, start with going to VPN Settings.
VPN settings are located in the Settings menu under Settings -> Wireless & Networks -> VPN Settings:
Click on Add VPN
Select Pre-shared key based L2TP/IPSec VPN (L2TP/IPSec PSK VPN)
Now you will need to fill out VPN Name, VPN server and IPSec pre-shared key.
VPN Name is the name you want to give it,

Once saved, the VPN connection will be listed with name you gave it:
Only clicking on the VPN name will start the connection.
Tapping and holding on the entry for the connection will display a context menu allowing you to initiate the connection, edit it or remove it.
Initiating the connection will prompt you to enter your username and password:
You should now be connected and enjoying VPN on your android.

Adding a PPTP-based VPN connection requires only that an identifying name be entered for the connection, and the name or IP address of the VPN server.

You also need to be sure that PPTP encryption is enabled. DNS Search domains can be entered, to identify ‘domain.com’ as sitting ‘behind’ the VPN and to use the remote DNS servers on that network when searching for entries within the specified domain.
